Special circumstances, usually. Not everyone can do something like that, but if you can find the soul of the deceased and they haven't chosen to go to Elysium and try for rebirth, you can bring them back if you can bring them through the Doors of Death.

But usually they can't leave, or they've already moved on. It's possible to summon their souls though, as long as they're in the Underworld.
